I have the honour to transmit for your
consideration the enclosed copy of a report by a Committee
which I appointed to enquire into the subject of the
salaries of the Chinese employes in the Government service.
2. The report of a previous Committee referred
to in the first paragraph of the enclosure was transmitted
to you in the Officer Administering the Government's
Despatch No. 271 of 22nd September, 1898, which was replied
to by your despatch No.332 of 23rd December, 1898.
Owing to the increased wages now being drawn by Chinese not in Government employment, Heads of Departments are continually complaining that they cannot
obtain proper servants at the Government rates of
pay and I would strongly urge the propriety of increasing salaries somewhat on the lines indicated in this report which would result in an additional expenditure of about $17,000 per annum which in my opinion the Colony is able
to afford.
